All my games on steam lag but my internet for web browsing is fine too

First, I would like for you to download and run SeaTools for DOS then boot it up after going into the BIOS to change the boot order from HDD to CD-ROM.

When i play steam games, my ping is normal for 5-6 seconds, and then goes over 200ms for 2-3 seconds, and then back normal again. I've been having this problem for a week now.

You need to upgrade your internet as it is not suitable for gaming on Steam. You will need at least 1Megabit of Upload to survive gaming on Steam.
