Dell dimension 3000 desktop is really slow even with a fresh install

I have used malware bytes, glary utilities, and emsisoft to clean anything that is on the computer, but there is nothing there to clean according to all three softwares as it a fresh install of windows xp.  So what else can I do to speed up the computer?


Also whenever I boot up, I get a message windows saying 'unable to load c:\windows\utevikak.dll.  The specified module could not be found.'  


I have done a search to find out what uteviyak.dll is, and what progranm installed it, but no luck.  I also went in the registry and did a search for uteviyak.dll, but nothing was found.  


How do I prevent windows from trying to load this dll and how do I speed up a computer that has a fresh install of windows?
