Sounds like a malware issue.  One of the mods will move this to the proper forum shortly to assist.

Do you know whether or not this Is this being done over the internet or by someone who is able to use your computer?

--- I would consider disconnecting the computer from the internet when trying to resolve the issue because if it's someone doing so over the internet, the program or whatever method they are using to do what they are doing is "calling home"

--- Someone else with more experience than me can certainly give their opinion on this idea

I did a search for Windows 7 Administrator Rights and there were quite a few recommendations on how to use it but on the few that I checked out I didn't see much consistency on the subject.but I just picked up a Windows 7 laptop and now I want to look at this issue also

However see if this one helps: How to get full administrator rights in Windows 7

Immediately - like now - disconnect from the internet, post in at the Malware forum here with the description you posted above, and wait for someone to come along to help you. Contact your bank(s) and change all passwords, including all retail sites you have ordered from. IF you did any credit card transactions over the internet cancel your credit cards and get new numbers. If you have a copy of your drivers license number, Social security number, or any other critical ID numbers stored anywhere on your computer, immediately notify the appropriate offices. At this point you may be flirting with identity theft and move fast to stop it now.
