Take out the CMOS battery on the motherboard for a couple of minutes and then put it back in. This should reset the BIOS / UEFI (for newer motherboards) back to the defaults, and clear the password.

Toshiba is one of the manufacturers that does not put their service manuals online.

That does not mean You can not find one elsewhere. However they quite often put the BIOS password clearing answer elsewhere.

The quickest solution is to take it to a Toshiba Authorized Service Provider, not free I'm afraid.

From Your post It does not even start to boot before the Password prompt comes up?

You will be required to proof of ownership too.

Is this a new laptop that came with Windows 8 or did You install it?

The reason I ask that is some of their older laptops had a BIOS problem that could set a BIOS password at random.

Part of the repair for those was first clear the password, then Update the BIOS. In that order.

Good Luck

Roger

What is the model? I would search Google to see if that is one of the problematic BIOS models.

The models that had the bad BIOS, They would be working fine. You would turn it off and when turned on again it would prompt for a password.

Any chance someone could have put the password on it?

Good Luck

Roger

If it were mine I'd first call Toshiba Tech support and see if they extended the warranty for this specific problem.

Hi

Go to here see if there is any regular warranty left. If not there may still be a so called "Hidden Warranty" for this specific problem.

I'd have to say call Toshiba Tech support. Explain the problem. Keep it simple.

Another possibility, Search Youtube directly or Via Google. There are tutorials available.

The proper ones will not require purchasing anything or paying any money.

Good Luck

hirens is the answer you seek. Please follow the quick instructions and using another computer, burn the software to a regular CD. It has tons of different uses. One being a BIOS password reset that should work flawless.

Report back and let me know if this works for you.

Edited to remove link deemed by BleepingComputer.com management to be illegal

Regarding Hirens
We (the Forum) want you to know this...

Please be aware of the following:
Hiren's Boot CD is deemed by BleepingComputer.com management to be illegal due to copyright infringements (illegally distributed Microsoft files as well as a few questionable/illegal applications). Recommendation to use it or instruction on its use is not allowed on the BC forums.

You posted to use this here.
http://www.bleepingcomputer.com/forums/t/512230/bios-password/#entry3194592

I would ask that you do not suggest using Hirens.
We do appreciate your helping and this is only an advisory.

Thank you

Roger

Not to mention Youtube does have instructions on how to clear the Bios password.
