Reboot and select proper boot device

I'm about 90% finished building my new pc, just missing and optical drive and OS. I quickly turned on my pc to see if it turns on which it does successfully, On the monitor it displays "Reboot and select proper boot device or insert boot media is selected boot device and press a key". If everything sounds good so far, should I then install the OS first when i get my optical drive? I have this AMD series utilities CD that came with my gigabyte mobo, should i install that after or before the OS?

You will more then likely need to have the OS installed to install the utilities from the CD. I usually skip that step and just install the OS then download the drivers from the sites.

Alrighty sounds good, When I download the drivers, will the OS setup guide me through what website's to go on and stuff?

No, as that would be on the manuals and papers you received with all your hardware.
