firewall error 0x80070424 firewall not in the services window

A friend gave me his laptop PC to remove some virus' and any Malware.  Well I think I have all the bad stuff off but I noticed that the firewall wasn't running.  I looked in services to start it but it's not there.  I down loaded Microsoft security essentials but that didn't help.  Have you any ideas?  Is there something I can run to find it?

Hello klclark and Welcome -

 

Download Security Check by Screen317 from HERE
* Save it to your Desktop.
* Double-click SecurityCheck.exe
* Follow the onscreen instructions inside of the black box.
* A Notepad document should open automatically called checkup.txt; please post the contents of that document.
Note: If a security program requests permission to access the Internet, allow it to do so.
