Can't visit/download from anti virus websites & computer slower?

Last night I did a fresh install of windows 7(formatted entire drive). Afterwards I installed all the drivers and the basic programs I use(TS3,Steam). The problem now is that on every device able to connect the to the internet (HTC ONE,iPad,Toshiba Laptop, my desktop) I can not connect to anti virus websites OR the few websites I can connect to(malwarebytes, spybot) whenever I click the download buttons I get the "unable to connect" message. My computers also seem to be running noticeably slower.


I should also add, about two weeks ago my email was hacked and I was unable to recover it. But this happened before any of the above started to occur so I'm not sure if it's related.
