Ethernet jack not active

I'm trying to connect my PS3 to my network by a Ethernet cable because my wireless does not get good reception in my basement. But for some reason my PS3 won't pick up the connection. I have talked to my local computer guy and he said its most likely because my Ethernet jack is not active. He showed me a box in my house and said he needed to come back and do some checking on it but he has never came back nor returned my phone calls. The box includes a whole bunch of wires with names on each describing each room and they lead to a electronic switch board or something like that. Please help me

In the 'box in your house' do you see a wire labeled Basement? If so, is it plugged into the 'electronic switch board'?
