Tilde and quote (to the left of the numeral 1) key not working - Software issue

I cannot type ~ or ' on my new laptop with Windows 7 ultimate version 6.1

 

I believe that this is a software issue because it doesn't work in Windows with either the laptop's keyboard, or an extrernal keyboard connected via USB to a docking station.

 

Furthermore I can load up Kubuntu  64-bit in VMWare and it does work there.

 

I have both the Hebrew and Arabic language packs installed, but the key doesn't work in any of them.
