Problem with deleting locked file.

I've been trying to remove this locked file for over an hour now. I did as many articles on the Internet said

Opened up a cmd, typed the command to delete the object.

Opened up Task Manager, ended the explorer.exe

Opened back up the cmd, pressed enter and it said that access was denied.

After that I started up a new task with explorer, seemed pointless to repeat all the steps over and over when it just doesn't seem to work.

 

How do I go on about this? I've tried Unlocker too, but it just doesn't seem to work.
