can't download after internet security 2013 removal

i have been working on my buddies laptop. he brought it to me saying that he can't do anything with it due to nonstop error messages. upon my inspection of his laptop i found that "internet security 2013" had installed itself. i read your forums here and followed the advice to remove this. i rebooted into safe mode with networking, installed and ran rkill from a flashdrive due to his laptop would not download, installed and ran tdsskiller from flashdrive, installed and ran mbam from flashdrive and removed numerous issues that were found. i then rebooted (again into safe mode with networking) as prompted and then attempted to download secunia psi from his internet explorer, but it still says "can't be downloaded". what am i missing or doing wrong ? could it simply be that this "internet security 2013" made changes to his computer so it won't download ? or does this mean there are still virus issues lingering ? he is running windows vista on a dell laptop. help please.......

Lets see if this straightens it out.

Download FixExec.exe to your desktop.
Double click on the downloaded file to run the fix.
When the program has finished, it will generate a log on the desktop called FixExec.txt.
Post the log in your next reply.

NOTE: If for any reason you're not able to execute FixExec.exe rename it to FixExec.com, FixExec.pif or FixExec.scr.

Have you tried running the tweaking repair tool?

It is very important that follow all of the steps before going on to the "start repairs tab" 

 

When on the start repairs tab select all of the boxes and click start repairs.

It is very important that follow all of the steps before going on to the "start repairs tab" 

 

When on the start repairs tab select all of the boxes and click start repairs.

it appears that this may have fixed the downloading issue. now i'm having issues running secunia psi and the computer is running really slow. the secunia psi prompted me to download Microsoft update and when I click on the update button it just scans for updates forever and never quits ?

you could try patch my pc, it's a lighter version of securina psi.

It also has a function to update windows from there.
