truely missing add/remove feature

I have a computer running Windows Vista Home Premium 32-bit, which belongs to my pre-teen children.  I don't know what they may have done but the add/remove option is missing from my control panel and when I type in run, then type in appwiz.cpl nothing happens but I can find the file under my system32 folder and when I double click on nothing happens.  When I switch to classic view there is a blank icon with no words, at the beginning, I am assuming this used to be the icon for the add/remove option.  I have try to restore the computer to a previous time when I knew the program was there but I get a message saying that the restore program ran into an error and no changes were made.  I have RegSupreme Pro which I rarely use but I did use it to go back several months and restore the registry to a point when I remember using the add/remove feature and it has not fixed the problem.  Please help! Thanks!

 

I ran SFC and it did reach 100%, I got a message saying corrupt files were found but some were unable to be repaired.  I still do not see the add/remove option. The SFC log is very long, I didn't know if to post it here or not so I did a search for the words "cannot" and "corrupt" and these are the only entries that came up, unless I missed something.

I read on a website to try to regsvr32 the appwiz.cpl file and I received this message " the module appwiz.cpl was loaded but the entry-point dllregistersever was not found" I am not sure how the program works or if you can use the regsvr32 for a cpl file. I have also ran Malwarebytes Anti-Malware, Webroot Security, AdwCleaner and Spybot Seach & Destroy, nothing was found.  I appreciate any help that anyone can give me.

Yes, I created a secondary admin account and it is not there either.

Lets try going into Safe Mode via hitting F8 after the BIOS Post Screen, and see if Add / Remove (Programs and Features) is accessible via that method.

Lets try going into Safe Mode via hitting F8 after the BIOS Post Screen, and see if Add / Remove (Programs and Features) is accessible via that method.

 

 Just checked, the Add/Remove feature is not available under Safe Mode.

bring up a command prompt via going to Start > All Programs > Accessories > System Tools > right click on command prompt select run as administrator then type in chkdsk /f and hit Y promptly reboot and let it do its thing.

Program just finished, the system has rebooted, everything is the same.

Please download and install Speccy. After you complete the installation go to File then to Publish Snapshot and post the resulting link.

Please download MiniToolBox, and save it to your desktop and run it.
Checkmark the following checkboxes:

Flush DNS
Report IE Proxy Settings
Reset IE Proxy Settings
Report FF Proxy Settings
Reset FF Proxy Settings
List content of Hosts
List IP configuration
List Winsock Entries
List last 10 Event Viewer log
List Installed Programs
List Users, Partitions and Memory size.

Click Go and post the result (Result.txt). A copy of Result.txt will be saved in the same directory the tool is run.

When using HiJackthis, RegSupreme, and CCleaher, did you perform any registry edits? I only ask this, because if you did then the only way to get access back to Add / Remove Programs would be to perform a reinstall or repair installation of windows.

Registry Editing tools that claim they speed up your computer are useless as they do nothing.

I wonder if you can see the installed programs using Ccleaner. If you can, you can possibly do uninstalls from 

there. Go to Tools – >Uninstall. In the Uninstall screen, select the name of the program you want to uninstall.

The most recent time I used RegSupreme I did remove a few things that it suggest but I didn't notice the missing option until a while later, but after I did noticed the add/remove programs was missing I used the restore option to a time when I knew the add/remove option was there.  I have not used HiJackthis in a long time, I only it when I had another computer issue and someone ask that I run it.  As for CCleaner, that is another one that has not been usedwhile (before the issues started).  I find it odd that the computer's restore option gets an error and tells me nothing has changed because the program failed.  I ran the Dell PC Diagnostics today just to see what it would say and there was a message about the smart self test failed, which it said means that the hard drive will fail soon so I am not sure if that has anything to do with my issues.  I do thank you for taking time to try to help me.

Yes, I have the option to delete programs using both CCleaner or RegSupreme but I'd rather have the Windows option back if possible and forgo any third party software to manage my programs  But thank you for the suggestion :)

Try running Seagate SeaTools for DOS http://www.seagate.com/support/dowat sectonloads/item/seatools-dos-master/ and see if thr can be repaired

The link gave me a 404 Error but I found the program and ran it.  It said that it could not repair the hard drive because it was not a seagate.  I decided to run the checkdisk program again and this time it took 4 hours and it found a bad sector and moved the data. No noticable changes occured due to the moving of data but the next time I booted the sytem the computer couldnt find my OS.  I was able to create a repair disk but it couldn't repair Windows.  I just ended up reformatting the drive and reinstalled Windows Vista, I used my Seagate external hard drive to restore my important files.  Thank you taking the time to try to help me, it is greatly appreciated..
