http://www.bleepingcomputer.com/forums/t/509451/windows-cannot-access-the-specified-device-path-or-file/

I can't get access to files that require administrator acess even though I am an administrator. When I do try, I get the following error ''Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."

Hello, Welcome to BleepingComputer.
I'm nasdaq and will be helping you.

If you can please print this topic it will make it easier for you to follow the instructions and complete all of the necessary steps.
===

I have to agree with Broni that this does not look good.

Too many services are not running or missing.
I will try to help you restore this computer.
At the end you may have to reinstall the operating system.

If you want to continue execute the following.

Please download Vista.zip file from here: http://www.smartestc...y-network-keys/
Unzip the file to a temporary folder your desktop.

These files will be extracted:
afd.reg
bit.reg
bfe.reg
mpssvc.reg
nsiproxy.reg
sdrsvc.reg
tdx.reg
wscsvc.reg
windefend.reg
wuauserv.reg

legacy_afd.reg
legacy_bfe.reg
Legacy_bit.reg
legacy_mpssvc.reg
legacy_nsiproxy.reg
legacy_sdrsvc.reg
legacy_tdx.reg
Legacy_windefend.reg
legacy_wscsvc.reg
legacy_wuauserv.reg

start_services.bat

Double-click each one of the 15 .reg files in turn and click Yes to add it to the Registry
Allow registry merge.
When the 15 file have been executed.

Restart computer.

Click Start and in "Search Box" type in:
regedit
Press Enter.

Registry editor will open.
Navigate to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\BFE
Right click on BFE key, click "Permissions"
Click on Add button, type Everyone and click OK.
Now click once on Everyone
Below, in "Permissions" pane checkmark "Allow" in "Full control" row.
Click "Apply" then "OK".

Close regedit and go back to your Desktop find start_services.bat Right click on it, click "Run As Administrator" to run the fix. Agree any alerts, then re-boot.

Note: Ignore this error:
"Cannot import C:\...\Desktop\Legacy_xxx.reg:
Not all data was successfully written to the registry. Some keys are open by the system or other processes."
Just continue executing the remaining .reg files.

===

Run the Farbar Service Scanner tool you downloaded earlier and post a fresh log for my review.

Some of the legacy.reg didn't work, it came up saying "Error accessing the registry."

Questions.

1 - Did you get the installation Vista CD when you purchased this computer?

2 - Did you create a recovery disk when you fist used the computer as suggested?

3 - Can you boot to Safe mode?

In safe mode do you have an option for a recovery?

If not for a minimal charge you should be able to get a Backup disk.

Read the instructions on this page.
https://support.dell.com/support/topics/global.aspx/support/dellcare/en/backupcd_form?DoNotRedirect=y

Fill the form in the bottom of the page and submit it.

See what Dell support have to say.

Where do I find these options? I can go into safe mode but I'm not sure what type of options you're meaning.
