Windows Installer inaccessible

Hey there,

My windows installer service (for windows 7) has not been working for some time now and i wanted to fix it. Basically, whenever i try to install a Microsoft-related file, like  MS silverlight or various redistibutables, I get an error message saying "0x80070641 - The windows installer service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance." Here's a list of things I have already tried to fix the issue that do not work:
- Resetting the Windows Installer Service Registry Settings
- Starting the Windows Installer Service
- Checking the Status of windows installer service
This problem is very troublesome and aggravating for me and any help would be appreciated! Thanks!
