So one day i turned my laptop on and it goes to a blue screen with white light rays like the login would pop up over,,, The login box doesnt pop up though and eventually goes to try System Repair which will go on for hours and do nothing..

Someone told me it might be a storage issue but i dunno...

Any ideas?

That looks to me like you are having video card issues, and that can only be repaired via a new lap top. Can you go into Safe Mode via hitting F8 after Post Screen

It does the same thing when I try to boot in safe mode.. I can press f8 and go to it but I get the same screen..
I don't understand why you say GFX though. Wouldn't i see nothing?

Certain portions of a graphics card like memory or gpu can be damaged to the point where they do not function causing artifacts or in your case rays of light.

Oh I thought that was just the screen that the login screen pops up over.. There's no way I can diagnose it like connect my android to it via USB?

No there isn't what kind of HP lap top is it, as there maybe a recall on it.

You may want to call HP and see if there is a video card recall on some models the video card would loosen up due to overheating causing stability issues and or computers that are not operable.

You would need to be able to solder it up if you are skilled enough to do that.

But it could just be burnt up.. If my warranty from best buy is up and i call hp... what can they do for me?
