Activex Cannot Create Object

In one of the DLLs there is the next text:

Attribute VB_Name = "Form1"
Attribute VB_GlobalNameSpace = False
Attribute VB_Creatable = False
Attribute VB_PredeclaredId = True
Attribute VB_Exposed = False
Option Explicit

Private Sub cmdResolve_Click()

Dim oResolve As CIPResolve

On Error GoTo ErrorHandler

Set oResolve = New CIPResolve
txtTo.Text = oResolve.Resolve(txtFrom.Text)
Set oResolve = Nothing

Exit Sub
MsgBox Err.Description, vbInformation + vbOKOnly, "tssNetResolve"

Does someone happen to know whether there is a relation between FALSE in this dll and
"ActiveX cannot create object"
