system devices `Bridge pci-e to pci-e` driver unable to start

I hope this can be answered quickly for you :A p-ata card from the pci-e `peg` burned out and a p-ata card from the pci express burned out ON my new board. I just got a sound card and put it in the pci-e slot with this result. system devices `Bridge pci-e to pci-e` driver unable to start, I have the best driver installed. It is working when nothing is plugged in- what does this mean?
