Way to batch resize a folder of bitmaps

I need to bump 270+ bitmaps up in size by 140%- is there a nice clean way to do this all at once?  I tried the bulk processing in Paint.Net and it worked for about half of them and bombed out on the other half.  Any other ideas?

Irfanview can batch resize simply, although I've never resized that many.
