Small bandwith control application anyone

Im looking for a small tiny application who limits all internet access on applications or control maximum bandwith usage with a small slider or something similiar anyone came over such a freeware? it only needs to have for example name: skype.exe" bandwith usage "low=100kb/sek" "medium=200kb/sek" large=500+ or and maybe 0=infinite bandwith usage so i easy can control my skype calls when im gaming etc. My router doesnt have that simple rules to apply to.. tried but without success and tried netlimiter but dont like all the options. Maybe a unofficial opensource app just simple simple Thanks guys hope ill find it
