I down loaded a flash player for my galaxy s4 and now I cant get it to work at all

The version was 4.0 for the android

Flash Player is no longer a supported application on Android.

Then how come I'm watching Flash videos on my touch tablet? What are YouTube videos?

Since Google owns Youtube and Google owns Android. Google would not be dependent on an Adobe product to have one of their most important sites work. I don't have flash on my new HTC One and Youtube works perfectly. HTML5 does not need flash to play videos. Adobe stopped supporting flash on Android since version 4.0 aka Jelly Bean.
