My specs are:

AMD 7700 series video card
AMD FX 8150 8 core processor 3.6GHz
8 GB corsair vengance memory
Windows 7 premium

But as the topic title says I only get 20 frames max. It goes up if I turn on low performance lighting but then I have these moments where I temporarily freeze. Does anyone know what could be causing this?

What AC do you have ?

Does it in all games or only one?

Did you update your graphic card driver?

It only happens in this game. Every other game I run is fine even on high settings. I have updated my drivers several times. I don't know what AC means? If you are talking about my cooling system then I have a Thermaltake TR2 800W

Make sure that V-SYNC is OFF. Your system is a bit better than mine and mine runs fine. However, I dont have my settings on max, probably around the mid range. It definately sounds like a setting issue with the build that you have.

Ok I'll try that also but I did manage to get around 15 FPS by turning up my memory clock settings and fan speed by a small margin. I also only run at around mid range settings.

You should be getting so much more than that with your build, especially if its on mid settings..

Ya I know that's why it blows my mind that I don't... I'm getting a laptop next week so I'll test tera on that and see if it does better. If so I may have something wrong with my video card or motherboard..

I reallllly think its a setting somewhere. Try going into your graphics settings in CCC and set everything to defaults, same with tera.

Ya I thought so too, but that was one of the first things I did when I was trying to fix the problem. I even completely reinstalled Tera twice. I have tried several set ups online to see if they help and so far nothing has except for what I did in CCC

Well like you said, could be a bad card or board.
