How do I make the + and - sign larger in the upper right corner of the screen,

My mistake I should have said, How to make the (Minimize), (Restore), and (Close). in the upper right coner

of the screen larger, it is about a font 10 now.

control panel>display>appearance tab>advanced

 

then pick whatever you want out of the 'item' drop down menu, you can change sizes and colours on all sorts of things. 'Caption Buttons' are what you want to change here though...
