Computer Running Extremely Slow After Fixing Startup Repair Loop

I recently tried updating a computer through the Windows Automatic Update and while configuring the update the computer got stuck on "Shutting Down..." Every time after that I was stuck in a startup repair loop in which the Startup Repair was unable to automatically fix any problems with startup.  I followed this guide to fix the loop: http://www.sevenforums.com/tutorials/139576-startup-repair-infinite-loop-recovery.html.

 

Since fixing the startup loop, I can make it to the desktop but it takes almost minutes for the Start Menu to open.  I tried running a System Restore and got this error message:

 

System Restore failed to extract the file
(D:\Windows\winsxs\ManifestCache\a786a517e28d5687_blobs.bin) from the restore point.
An unspecified error occurred during System Restore.  (0x80070017)

 

Is there anything I can to fix this problem without doing a clean install of Windows 7 64-bit?

Please download MiniToolBox  , save it to your desktop and run it.

 

Checkmark the following checkboxes:

  List last 10 Event Viewer log

  List Installed Programs

  List Users, Partitions and Memory size.

 

Click Go and paste the content into your next post.

 

Also...please Publish a Snapshot using Speccy - http://www.bleepingcomputer.com/forums/topic323892.html/page__p__1797792#entry1797792 , taking care to post the link of the snapshot in your next post.

All the information will not be available because Speccy had an error.  This is the error message I received from Speccy before the application was forced to close: CPU dll init failed (error2)! Some information will not be displayed!

Thank you for your help, Louis.  The person who owns the computer says that a clean install would be fine for them so I'm just going to re-install Windows.  Thank you for your time.

FWIW:  I would run the appropriate hard drive diagnostic before attempting any reinstall effort.  To assume that the drive is functionally sound...belies the facts for many who attempt reinstalls of the O/S.
