IE takes 4+ minutes to get started, then very slow (Win7)

Months ago my computer started taking longer and longer to boot up.  The desktop would come up fine, but the connecting to the internet took forever, timed today at more than 4 minutes.  I've just been ignoring it (Stage 4 cancer in family took priority), but now it's taking so long to get on, then takes forever for pages to load, and some just don't...and forget trying to view a video.  I don't recall what may or may not have been done to the machine when this started (sorry - I draw a complete blank).
 
My machine info is:

Manufacturer: HP, Pavilion, model p7-1010
System Type: x64-based PC
Processor: AMD Athlon II x4 645 Processor, 3100 Mhz, 4 cores, 4 logical processors

My ISP is Charter.  I have a Vizio Router (which I removed from the loop to see if it was a bottleneck, even though Vizio support said it was fine).  Modem is now hardwired to CPU, and Charter has tested it from their end. Naturally they both blame each other.
 
I used Speedtest.net, and average over the last couple of days (without router) is:
PING - 10ms
Download - 32.04
Upload 4.26
I don't know if this is good or bad.
 
I use Norton for anti-virus and firewall and a full scan showed no problems.
I downloaded new MalwareBytes and it found no problems.
I downloaded new SpyBot Search&Destroy and it found no problems.
I ran SpeedyPCPro from Speedtest site, and it says I have 616 "problems" but I'm very leery of just telling it to "fix" stuff that I don't understand.  It identified 67 COM/Active X entries; 15 shared DLLs; 29 File/Path References; 25 File Associations; and 437 "junk" files (which seem to be primarily "log" files - I had already deleted temp and tmp files and browsing history).
 
I've reached the upper limit on my understanding and abilities.  I don't know what else to do.  I don't know if the problem is the browser or something that happens BEFORE the browser even loads up.
 
Any advice will be sincerely appreciated.  If you need any additional info, please let me know (and maybe where to find it if it's not readily apparent).  Thanks so much.

Assuming the SpeedTest.net results are in Mbps (they usually are), 32 Mbps is just fine. Without know what level of service you pay for, I cannot say if you are getting what you pay for, but it is a fast connection...i.e. better than many, many people.

To be honest, it kind of sounds like it might be time for wipe of the hard drive and re-install of Windows (and your programs). Windows has a tendency to accumulate "crud" that can slow it down. While we might be able to deal with some of it by adjusting start up items and other things, your best bet might be to re-install. FWIW, some people tend to automatically do that once or twice a year as a matter of habit to keep their machine running as best as possible. I am not one of those people as re-installing Windows is a real pain.

One thing to test would be to try starting up in Safe Mode with Networking and see how the browser works there. If it works well, then that means it is some third party software that is likely causing issues. If it is does not help, then it is either a Windows "thing" or maybe a hardware issue.

Are there any other things I can try short of doing a re-install? Utilities to run or something?

If so, HP tends to have a recovery partition on the existing hard drive. You should also be able to create recovery discs (something you should do regardless):

Recovery partitions/disc do tend to wipe out everything, although I have encountered at least one case where they allowed you to keep your data. Personally, if you do go this route, I would assume that it does wipe everything...i.e. prepare for the worst.

I certainly understand not wanting to do a re-install. It is usually my last resort as well as it is a pain in the rear.

Trying Safe Mode with Networking first. As I said, this will help use determine if it is a more "global" problem with Windows or not. If it works fine in Safe Mode, then we can try disabling some startup items to see if it helps.

The other thing to try would be a different browser such as Chrome or Firefox.

Well...I've used the Safe Mode With Networking tab several times....but it comes up with a black screen that says "Safe Mode" in the four corners, the Windows version at the top, a cursor...and does NOTHING from there.  It just hangs.  Any ideas?  If I boot in Safe Mode without Networking, it seems to bring up the Windows basic stuff just fine.  Also, I used the Diagnostics tab, and everything says Passed. 

 

Thanks so much for any available input, it's greatly appreciated.

 

P.S., I did all available Windows updates, including updating IE to the current version (I'd been lagging behind on this).  I ran Secunia and updated the Adobe entries that were listed. Everything else says it's up to date.

One really weird thing on the Speccy results (at least to me) is that it lists a Seagate drive as the hard drive. I do have two Seagate external drives for doing backups...so didn't think they would show up here.

Java is outdated, weakens security posture of system.

Have you tried another browser like Firefox or Chrome to see if the issue is specific to IE, or not?

FWIW:  I don't think your browser is the problem, but is the victim.

 

I suggest that you initiate a new topic in the Am I Infected forum here at BC, concisely summarizing your system problems and mention the fact that I have concerns about the two processes  I referenced in my last post (winvnc.exe).

You can have multiple browser installed and can actually have more than one browser running at a time. I frequently have both Chrome and Safari running on my Macs. In the past on one of my Windows computer, I had IE, Firefox, Chrome, and Safari running at the same time. You can only have one "default" browser, however. But, the default browser only really matters when you click a link in something like an email message...it will then open your default browser.
