Don't Have Permission to Open Folders

When I try to open folders I receive a message saying I don't have permission to open the folders even though I am logged in as an administrator.  I am also having problems opening picture files, as most of them do not open when I attempt to do so.  Here is the DDS log.  Any help to figure out what's going on would be greatly appreciated!

Download this program to your desktop.
Tweaking.com - Windows Repair 1.9.16

Extract and launch the Repair_Windows.exe file

Click on Start repairs tab-click on Start

check mark following options alone

Reset registry permissions
Reset file permissions
Register system files
Remove Policies Set By Infections
  • Checkmark Restart System When Finished option
  • click the Start button
  • System should restart after repair

Windows 8 is a new operating system.
I do not have presently such a system to test.
