Windows Firewall Could not load MMC snap-in

Whenever i try access "Windows Firewall with Advanced Security" it loads up but in the middle window it says 

"MMC 
could not create the snap-in. Might 
not have been installed correctly CLSID: 
FX:{b05566ac-fe9c-4368-be02-7a4cbb7cbe11} 

I tried running microsoft Dotnetfx_cleanup_tool.zip from Microsoft threads regarding this issue and reinstalled several Netframework installers but everyone says 

"you need to enable netframework through windows turn off feature

Whenever i access that turn off feature thing i see "_Microsoft .NET Framework 3.5.1" so i check the boxes like this 
[x] windows communication foundation HTTP activation 
[x] Windows communcation foundation non-http activation

But it says "An error occured. Not all of the features where succesfully changed"


What i wanna do is i wanna backup the current Firewall rules but am unsure if it properly backuped since this feature is damaged. Please help me

Go to advanced firewall control panel and you can export your configuration.

The patch doesnt aim for my type of message

So no i haven't run it.
