Security Centre turned off, service can't be started

I've had this problem on my laptop since having a browser hijack virus.

 

Got rid of the virus (I think) but problem remains.

 

What can I do?

Is there an error which occurs when trying to start this service. It could be possible that there is still malware on your computer, or it could just be leftover damage. Do you know what malware you had, and how you got rid of it?

I can't remember what I did at the time.

I have AVG installed and have run eset, malwarebytes, rkill etc. Also have hitmanpro and Microsoft security essentials installed. I have all the logs from these if needs be.  They found a few issues but as far as I can see they are all clear but the security centre still won't start.

 

The error I get is 

 

The security center service can't be started.

The topic got moved to AII, so I'll leave it to them since I'm not allowed to help here yet. It's probably for the best anyway since there could still be malware even though the logs look clean.

I was infected with this:

Serious Organised Crime Agency (SOCA) Ransomware

Followed the instructions but was left with the windows security centre problem.
