Computer has Internet only when other computer is on

I am totally stumped on this one, I have two computers connected via Ethernet to the router. Computer 1, for what ever reason, only obtains an internet connection when Computer 2 is also on.

 

Any ideas?

How many ports are on the router and are they individually connected? Is it an ISP modem/router and of what model?

Yes, this is an ISP router, It's a standard router, so 4 ports for the LAN.

Ah no, those were a different set of computers. I'm helping out a friend on this one and I am totally stumped on what could cause this issue.
