Possible to switch download speeds with upload?

I like to upload 1080p youtube videos and I noticed my upload is very sloweven after compressing the video. I was wondering if there is any way to switch upload with download.

Without getting into the technical details and boring you to tears, the short story is no. It is not possible to swap your upload and download speeds.
