Windows 8 laptop blocks internet occasionally.

My Dell laptop running Windows 8 occasionally blocks internet access. Then I right click on the internet icon in task bar and run the troubleshooter and it fixes it. It resets the web access is what it says. What would cause this? It does it in Chrome and Firefox. I have Norton 360 running on it. I've scanned it with Eset and Kaspersky recovery disk.
