Some guidance is required

I have very recently installed Windows 8 in my laptop ( only 4 days back ) . Everything was smooth sailing ! I planned to upgrade my windows 8 to widows 8.1 . So , I installed the windows 8.1 update today and finally managed to upgarde to windows 8.1 .

Now , the problem is that my laptop doesn't reboot .  When I click " restart " , I receive a dotted white wheel continuously spinning near the work Restart . It keeps spinnnig but never reboots . So , I had no other way but to power off ( by clicking the power switch ).

But , if I click Shutdown , my laptop does shutdown and then I am also able to turn it on . But it never reboots .  ( facing this problem after installing windows 8.1 )
