I purchased this HP p6754y desktop PC in late 2010 or early 2011. It has 2 USB 2.0 ports on the front, and 4 USB 2.0 ports on the back.

Can I upgrade at least some (preferably the front) to USB 3.0, without the end results being a watered down version of the real 3.0?

If it matters, the PC is as it came from the factory.

Thank you in advance.

you can add a USB 3 controller card if you have a free PCIe (express) slot on the motherboard. Not sure if anyone has built one to provide front ports.
