If you are trying to access the User Accounts this is located in the Control Panel.

What command are you trying to run?

Please post the make and model of this computer.

In the Search box type cmd , when this appears right click on it and click on Run as administrator.

Type in or copy and paste the following command.   net user administrator /active:yes
