Welcome to BC!

Let me make sure I understand the situation. If you go to Start > My Computer > Tools > Folder Options what happens? Anything? Error message?

Or when you go to: Start > Control Panel make sure you are in Classic View and not Category View by looking at the column on the left. Do you see Folder Options there? What happens when you double click on it?

Can you go to the View tab in an Explorer window, go down to "Explorer Bar" and click on "Folders?"

Both Vista and XP Pro have a way to remove folder options. You might check to see if it's been enabled. If so, you can probably disable it. Look here for instructions.
