Flash Player unrecognised

In the process of trying to resolve this problem I am trying to uninstall flash player and it tells me I need to close Internet Explorer, which obviously I have already closed.

 

I have Windows 7

IE version10.0.9200.16635CO

shows that installation was not successful. solution is to download uninstaller-which I have done- when I run the uninstaller it  says I need to close IE-which is closed. I looked in task manager to see if something else was running and nothing
