I did this on one of my old computers. One catch is I had "Partition Magic 7", which comes with another program called "Boot Magic".

What I did was create an XP Partition called "C" drive, and Install Windows XP on it first. Then I used Partition Magic 7 to move the XP partition back 3,2 Gig on the HDD, then create a 3.2 Gig Win98-SE partition in front of the XP partition. Then I used Boot Magic, (which labels both the 98-SE partition, and the XP partition "C", hiding whichever one is not being used), to set the 98-SE Partition active,(and hide the XP Partition), before I installed Win98-SE in it's 3.2 Gig partition in front of the XP partition.

With both OSs installed, I setup boot magic to run at startup, and it would allow me to choose which OS I wanted to boot from, setting that partition as being "C" drive, and hiding the other partition.

I did it that way, because if you install 98-SE first, and don't use Partition Magic, what will happen is XP will stick some of it's files, including the gigantic "Pagefile.sys" into the 98-SE partition, and Win98-SE will see these files as being erronious, and it will completely screwup the 98-SE Recycle Bin.

For complete exact instructions on how I setup that dualboot see :

TO SETUP A DUALBOOT ON SUPERPUPPY--3

1) INSERT POWERMAX DISK IN DRIVE A. NOTE : START WITH STEP 4) IF BEGINNING
BY FDISKING ; AND WITH STEP 7) IF BEGINNING BY REFORMATTING "C" .

2) USE POWERMAX TO LOW LEVEL FORMAT THE 20 GIG (19595K) PRIMARY
MASTER DRIVE.

3) INSERT WIN98 BOOT DISK IN DRIVE A.

4) USE FDISK TO CREATE 7852 MEG "C" PARTITION ON PRIMARY MASTER DRIVE.

5) SET PARTITION ACTIVE.

6) RESTART THE COMPUTER.

7) FORMAT THE NEWLY CREATED "C" PARTITION -- "FORMAT C: /U".

8) ENTER THE NAME OF THE PARTITION -- "WINXP-PRO".

9) RESTART THE COMPUTER, BUT HOLD DOWN THE DELETE KEY TO ENTER THE
BIOS.

10) ONCE IN THE BIOS GO TO "BIOS SETTINGS" AND SET THE BOOT SEQUENCE TO
CDROM\C \A.

11) SAVE NEW BIOS SETTINGS AND EXIT BIOS.

12) PUT WINXP DISK IN CDROM DRIVE.

13) LOAD WINDOWS XP.

14) LOAD MOTHERBOARD DRIVERS AS FOLLOWS : 1) CHIPSET FUNCTIONS, 2)
BUSMASTER IDE; 3) AGP DRIVER; ONE AT A TIME, IN THAT ORDER , FROM THEIR
LOCATION IN "?:(STORAGE-4)" OR "D:SOFTWARE" COMMON\MOTHERBOARD\
K6BV3+/66 REV B\DRIVERS\VIA 4 IN 1-448 BETA\4 IN1 448.EXE", BEING SURE TO
UNCHECK ALL BUT THE PARTICULAR DRIVER BEING INSTALLED.

15) USE WINDOWS "DISK MANAGER" TO RESET DRIVE LETTERS TO DESIRED
CONFIGURATION , SO AS TO MOVE THE PMCIA CARD READER , THE MEMORY
STICK READER , AND THE ORB DRIVE TO THE END OF THE LETTER SEQUENCE,
BEING CAREFUL TO CHANGE WRONG DRIVE LETTERS IN SUCH A MANNER
THAT IF A DRIVE ALREADY HAS THE LETTER THAT YOU WISH TO ASSIGN TO
ANOTHER DRIVE , IT MUST BE CHANGED FIRST.

e.g. To change"H" to "E" where another drive is already "E", first change that "E"
to"Z", before changing "H" to "E"; then shuffle other drive letters as required.

WHEN FINISHED RIGHT CLICK EACH DRIVE IN MY COMPUTER TO MAKE SURE
THAT EACH FUNCTION WORKS.

16) LOAD PARTITION MAGIC .

17) CREATE PARTITION MAGIC RESCUE DISKETTES.

18) USE PARTITION MAGIC TO CREATE A NEW PARTITION, AFTER THE WINXP-PRO
PARTITION , USING 8542 MEG OF THE REMAINING UNALLOCATED SPACE ON
THE PRIMARY MASTER DRIVE . LABLE THIS PARTITION "SOFTWARE". (SKIP
THIS STEP AND STEPS 19) & 20) IF ONLY FORMATTING "C" AS OPPOSED TO
LOW LEVEL FORMATTING OR FDISKING PRIMARY MASTER DRIVE)

19) FORMAT "D" SOFTWARE .

20) COPY FILES TO "D" SOFTWARE FROM THEIR SAFE STORAGE LOCATION IN "N"
STORAGE-4 .

21) UPDATE WINDOWS XP.

22) LOAD THE XP "WINDOWS MEDIA ENCODER 9" FROM ITS LOCATION IN D:\
XP SOFTWARE\DOWNLOADS\XP DOWNLOADS.

23) LOAD ATI 9000 RADEON AGP CARD CATALYST DRIVER FROM "D:\XP
SOFTWARE\DOWNLOADS\ATI DOWNLOADS\XP ATI DOWNLOADS\XP ATI
CATALYST 4.7\XP ATI CATALYST 4.7 DRIVERS" AND REBOOT . NOTE: This may
result in Windows XP running the "FOUND NEW HARDWARE" Wizard upon system
restart. Ignore it . Uncheck the "DO NOT SHOW ME THIS SCREEN AGAIN" box ;
and select "CANCEL" for each new hardware item found.

24) LOAD ATI 9000 RADEON XP TV CAPTURE DRIVER FROM "D:\XP SOFTWARE\
DOWNLOADS\ATI DOWNLOADS\XP ATI CATALYST 4.7\XP ATI CATALYST
4.7 DRIVERS\XP TV CAPTURE WDM ---" ; AND REBOOT. THIS WILL LOAD THE
RIGHT DRIVERS FOR THE "NEW HARDWARE FOUND" WITHOUT THE WINDOWS
XP WIZARD'S INTERFERENCE.

25) LOAD ATI 9000 RADEON XP CONTROL PANEL DRIVER FROM "D:\XP SOFTWARE\
DOWNLOADS\ATI DOWNLOADS\XP ATI CATALYST 4.7\XP ATI CATALYST 4.7
DRIVERS\XP CONTROL PANEL ---" ; AND REBOOT. THIS SHOULD COMPLETE
THE INSTALLATION OF THE VIDEO CARD DRIVERS.

26) LOAD THE SOUND CARD DRIVERS FROM THE CL SB LIVE 5.1 DISK TAKING CARE
TO UNCHECK EVERYTHING BUT "KEYTAR" & "RYTHMANIA". REBOOT , THEN
UNINSTALL THE CL SB LIVE 5.1 WINDOWS DRIVERS AND DIAGNOSTICS, LEAVING
"KEYTAR" & "RHYTHMANIA" .

27) LOAD THE SOUND CARD DRIVERS FROM THE CL SB AUDIGY DISK , TAKING
CARE TO UNCHECK THE DEMOS AND ADOBE ACROBAT .

28) LOAD UPDATED DRIVERS FOR THE CL SOUND BLASTER AUDIGY 1 MP3 CARD ,
FROM "D:\XP SOFTWARE\DOWNLOADS\CREATIVE DOWNLOADS\AUDIGY MP3 XP\CL DRIVERS."
1st) "AUDIGY---" , 2nd) "EAX 4.0---".

29) LOAD THE UPDATED DRIVERS FOR THE SOUND CARD APPLICATIONS FROM "D:\
DOWNLOADS\CREATIVE DOWNLOADS\AUDIGY MP3 XP\CL APPLICATIONS".
A) CL PLAY CENTRE AUDIGY UPDATE 06-11-03.
B) CL PLAY CENTRE PATCH AUDIGY CARDS 3.02.71 23-02-04 .
C) CL AUDIO HQ AUDIGY UPDATE 06-11-03 .
D) CL PLAY CENTRE DISK MAKER AUDIGY CARDS 1.40.12 16-01-04 .
E) CL DISK MAKER - CL CD BURNER DRIVE UPDATE 1.00.03 18-06-04 .

G) CL RECORDER AUDIGY UPDATE 06-11-03 .
H) CL SURROUND MIXER DRIVER UPDATE 31-12-03 .
I) CL TASKBAR AUDIGY UPDATE 06-11-03 . IN THAT ORDER .

30) LOAD LG DVD/RW SOFTWARE INTO D:\XP SOFTWARE\VIDEO\LG DVD-RW.
NOTE : This must be loaded before the ATI DVD software.

31) LOAD THE "XP ATI DAO-MDAC---" FROM ITS LOCATION IN "D:\XP SOFTWARE\
DOWNLOADS\ATI DOWNLOADS\XP ATI CATALYST 4.7\XP ATI MULTIMEDIA
CENTRE---"

32) LOAD ATI DVD DECODER , FROM ITS LOCATION IN "D:\XP SOFTWARE\
DOWNLOADS\ATI DOWNLOADS\XP ATI CATALYST 4.7\XP ATI MULTIMEDIA

33) LOAD ATI MULTIMEDIA CENTRE , (see above for location)AND CHECK TO INSURE
THAT IT IS RECOGNIZING THAT THE DVD DECODER IS INSTALLED .

34) LOAD THE REMAINDER OF THE ATI SOFTWARE .

35) LOAD REMAINING SOFTWARE REQUIRED TO COMPLETE THE XP SIDE SETUP,
TAKING CARE WITH "COSMO" TO SKIP REGISTRATION ; AND REBOOT AFTER
INSTALLATION . ONCE REBOOTED , GO INTO THE "MSREG.INI" FILE WITHIN THE

36) CHECK AND DOUBLECHECK TO INSURE EVERYTHING WORKS !!!

37) LOAD BOOT MAGIC.

38) CREATE BOOT MAGIC RESCUE DISKETTE !!!

39) USE PARTITION MAGIC TO CREATE A WINDOWS 98 PARTITION IN FRONT OF THE
WINXP-PRO PARTITION , USING THE REMAINING UNALLOCATED 3.2 GIG ON THE
PRIMARY MASTER DRIVE . SELECT YES "OPERATING SYSTEM TO BE INSTALLED"
AND "FAT 32" FOR FILE SYSTEM . DO NOT SET ACTIVE AT THIS TIME !!! AND
APPLY CHANGES.

40) FORMAT THE WIN98-SE PARTITION; AND APPLY CHANGES.

41) USE THE BOOT MAGIC CONFIGURATION UTILITY TO ADD THE WIN98-SE
PARTITION TO THE LIST OF BOOTABLE PARTITIONS.

42) USING THE PARTITION MAGIC OPERATIONS MENU, SELECT ADVANCED TO SET
THE WIN98-SE PARTITION ACTIVE ; THEN STILL USING THE PARTITION MAGIC
OPERATIONS MENU , CHANGE THE DRIVE LETTER OF THE WIN98-SE PARTITION
TO "C", BEFORE APPLYING CHANGES.

43) MACHINE WILL REBOOT UPON APPLYING CHANGES. SELECT WINXP-PRO AS
BOOTING PARTITION, IF NECESSARY USING THE BOOT MAGIC RESCUE
DISKETTE TO RESET THE WINXP-PRO PARTITION AS BOOTING.

44) UPON ENTRY INTO WINDOWS XP, USE BOOT MAGIC CONFIGURATION UTILITY
TO SET WIN98-SE PARTITION AS DEFAULT ; SET BOOT MAGIC AS DISABLED ;
SAVE AND EXIT. WHEN ASKED IF YOU WANT TO REBOOT NOW , SELECT "NO".

45) USING THE PARTITION MAGIC OPERATIONS MENU, SELECT ADVANCED TO SET
THE WIN98-SE PARTITION AS ACTIVE THEN APPLY CHANGES.

46) IF STEP 45) DOES NOT RESULT IN A FORCED REBOOT, USE THE BOOT MAGIC
CONFIGURATION UTILITY TO CHECK THAT WIN98-SE IS STILLTHE DEFAULT
PARTITION , AND BOOT MAGIC IS STILL DISABLED. RESETTING AS NECESSARY,
THEN SAVE AND EXIT.

47) THE WINDOWS XP BOOT.INI FILE SHOULD LOOK LIKE WHAT FOLLOWS.

[boot loader]
timeout=30
default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP Professional" /fastdetect

48) INSERT WIN98-SE BOOT DISK IN DRIVE "A" AND REBOOT.

49) LOAD WIN98-SE INTO THE 3.2 GIG PARTITION SET UP FOR IT.

50) UPON COMPLETION OF LOADING WIN98-SE, INSERT BOOT MAGIC RESCUE DISK,
THEN REBOOT.

51) WHEN ASKED, SET WINXP-PRO AS THE BOOTING PARTITION.

52) BOOT INTO WINDOWS XP PRO, THEN USE THE BOOT MAGIC CONFIGURATION
UTILITY TO REENABLE BOOT MAGIC; AND RESET WINXP-PRO AS THE DEFAULT
PARTITION, SAVE AND EXIT.

THIS SEQUENCE SHOULD GIVE YOU A DUAL BOOT, WHEREIN : ---- NO OPERATING SYTEM CAN SEE ANOTHER, (THUS PREVENTING ATTEMPTS TO USE THE WRONG DEFRAG PROGAM ON AN INCOMPATABLE OPERATING SYSTEM) I.E. USING NORTON SPEEDDISK , (EXCELLENT FOR WINDOWS 98) , ON WINDOWS XP ;

ALL OPERATING SYSTEMS USE THE "C" DRIVE LETTER BY TURN WHEN ACTIVE , (THUS ENABLEING THE INSTALLATION OF SOFTWARE , WHOSE PROGRAMMERS THOUGHTFULLY DESIGNED "THEIR BABIES" TO INSIST ON SHARING THE LIMELIGHT WITH WINDOWS ON "C" DRIVE) ;

THE CASTLEWOOD ORB DRIVE , (WHICH DOES NOT ALWAYS APPEAR IF THERE IS NO MEDIA IN IT) , IS MOVED TO THE END OF THE LETTER SEQUENCE , (THEREBY PREVENTING DRIVE LETTERS FROM BOUNCING AROUND ALL OVER THE PLACE , WITH ACCOMPANYING REGISTRY PROBLEMS) ;

IT IS PERMITTED TO SETUP PARTITION SYSTEMS WHICH ARE COMMON TO MULTIPLE MACHINES , SOME OF WHICH ARE DUAL BOOT ; AND SOME OF WHICH ARE NOT ; I.E. "C" = OS , "D" = SOFTWARE , "E" = USER FILES , "F" = MISC TEMP ,
"G" = WORD PROCESSOR & FONT LIBRARIES , "H" = OS BACKUPS , "I" = SOFTWARE BACKUPS , "J" = MASS STORAGE 1, "K" = MASS STORAGE 2, ETC.;

IT BECOMES EASY TO COPY FOLDERS FROM ONE MACHINE TO ANOTHER IF BOTH ARE USING THE SAME DRIVE LETTER SETUP; AND ACTUALLY HAVE THE SHORTCUTS WORK.

THE WINDOWS XP BOOT MENU DOES NOT APPEAR, AND WINDOWS XP STAYS IN ITS CAGE , IN ITS OWN PARTITION , WITHOUT STICKING ITS BIG NOSE , I.E. (NTLDR), (NTDETECT.COM), (BOOT.INI), ETC., NOR ITS FAT ASS , I.E. (PAGEFILE.SYS, & SYSTEM VOLUME INFORMATION) INTO THE PARTITIONS ASSIGNED TO OTHER OPERATING SYSTEMS , THEREBY PREVENTING IT FROM GENERATING ERRORS IN OTHER OPERATING SYSTEMS , WHICH SEE THESE INTRUSIONS AS GARBAGE .

55) IF IT DOESN'T WORK, IF ALL ELSE FAILS , GO BACK TO STEP 1). THE ERROR
LIES BETWEEN STEPS 41) AND 45) INCLUSIVE. TRY VARIATIONS IN SEQUENCE
OF THESE STEPS.

Most Win 98 CDs were not bootable. The standard procedure back then was to boot the pc with a floppy disk and then run setup.exe from the cd.

I know that. See "Step 3" and "Step 48" in my post.
