System Care Anti-Virus Virus

I got the System Care Anti-Virus Virus.  I was able to get rid of it but a couple of days later it came back with a vengeance.  I am running Windows 7, if you'll tell how to determine which version of IE I am running I will let you know.


On downloading, I receive a message that the file contained a virus and it has been deleted. 


This message spread quickly between sites.  I believe it is spread with the virus hi-jacking the windows updates message which appears when the unit is turned off and it asks the owner to not turn off the computer until the downloads are completed.


When someone comes up with a fix for this, please let me know.  I'm going nuts.  I'm considering purchasing a new computer and this one isn't paid for yet.
