cant access a site i have been to many times

Hi I have been trying to go to site it posts possible DNS problem I have been to this site before it is a ca. gov site I use windows 7 and it seems it is google chrome that is the problem can anyone help ?

This is an excerpt from a similar situation.

 

The reason you can't access a specific website if you are using a cable or broadband connection is because your router is set to obtain your IP address automatically. Usually this isn't a big deal, but if your cable company did something funky recently to the way they cache'd the DNS or are working from an old cache, it can result in you not being able to access a certain website.

Have you tried clearing your browsers cache and cookies then restart your machine?

Is your internet provider Comcast?

He is in Canada. No Comcast here. Rogers or Shaw more likely.
