Postgresql causing issues on Win8??

I play online poker, and using poker tracking software that keeps track of all the hands I play, stats, etc... It uses postgreql. When i attempted to install postgresql yesterday I got an error at the end of installation, and was told that postgresql did not install properly. Now, since reading into it a bit, I've decided to try a different poker tracker program.(Holdem Manager2)  It to uses Postgresql, but on it's website it has some info about making preparations for Postgresql before Install.


It says I need to enable secondary logon service before I install Postgresql.... Can someone pls explain to me what this does, and if it's ok to do????
