Cant get rid of computer virus

I have a virus on my laptop. It's an HP windows 7. When I open my account a screen comes up claiming to be government affiliated. It says that I need to pay a $300 fine for various criminal charges. If I open the second admin account it opens right up and let's me go online etc. I can also switch the user and it will let me into my account but I can't open up Internet browsers and a some computer scan comes up tell me I have all these viruses. How can I clean it out and repair it?

Hello,  what type of claim is it... FBI or something else.. It is a scam and can be removed but we could use a bit more info as to which it is.

I actually fixed it myself with a system restore. The virus seems to be gone and it's working fine again but thank you for your time

OK, then It never installed.. Hopefully this is the end of it.
