Support at Microsoft suggests two solutions for this problem

http://support.microsoft.com/kb/968003

The first is to log on as adminstrator beefore installing the software; the second is to check for malware. To check for malware download Malwarebytes from here :

http://www.bleepingcomputer.com/download/malwarebytes-anti-malware/

and install it. It will then ask for permission to update, let it then run a quick scan and see what it says. Malwarebytes can solve a lot of malware problems on its own. If you find any it can't resolve, post back in the 'Am I infected' section of BC.
