I have a Compaq presario PC that shut down after my surge protector failed and now won't even turn on.  There is a green light on the back under the power cord that is on and blinking. Anyone have any idea what might be the problem and can it be fixed?

Bad power supply.  I replace them all the time.

If it is an ATX spec system, and you live in the US, Newegg has CX430s on sale for $20AR again.

Thanks!  How do I tell if it is an ATX spec?
