I've inherited an older laptop Compac preserio. The start icon and tool bar are missing. How do I find and restore it?

What's the model of the laptop? What is does it have installed? Thank you. ~Zestypanda
Edit: If the sub forum you posted in is accurate, it's running windows xp. Correct?
Upon startup, are there any errors or popups that show up?
