Can not start Windows Firewall - Error Code 0x8007042c and Error 1068

I randomly decided to look at McAfee and check my settings, etc.  When looking at the main screen, everything states its on and green.  I had the most current definitions loaded.  When I checked my McAfee firewall it stated on.  When I clicked to go into the McAfee firewall, the screen then changed and said it was off.  When clicking the Turn On button, it would immediately shut off.  I searched this issue and the blogs stated to look at the Windows Firewall under Services.  When I checked, it was not there.  I did a Windows Search for it and found it.  When it opens it gives tells me I need to Update the Firewall Settings.  When I click on Use Recommended Settings it gives me an error "Windows Firewall can't change some of your settings.  Error Code 0x8007042c."


 
I've checked out some of the blog discussions and followed a few thread about creating new register.bat files and running them.  I've also tried merging some .dll files also per the bloggers.  After doing these actions, the Windows Firewall now appears in my Services but when I click to start it I get the error "Windows could not start the Windows Firewall Service on Local Computer.  Error 1068:  The dependency service or group failed to start"

McAfee has verified I have a virus.  Will post in the Virus Forum.

So I worked with the Bleeping Computer personnel on the Virus Forum and it appears my computer is 100% clean.  However, this has not solved my issue with the Windows Firewall not starting.  Any assistance would be appreciated.

Download Windows Repair (All in One) from this site

Install the program then run it.

NOTE 1. In Windows Vista, 7 and 8 right click on the program, click "Run As Administrator".
NOTE 2. Disable your antivirus program before running Windows Repair.


Go to Step 2 and allow it to run CheckDisk by clicking on Do It button:

Once that is done then go to Step 3 and allow it to run System File Check by clicking on Do It button:

Go to Step 4 and under "System Restore" click on Create button:

Go to Start Repairs tab and click Start button.

Leave all checkmarks as they're.
NOTE for Windows 8 users. Reset Registry Permissions is NOT checked by design.

Click on Start button.

Post Windows Repair log (_windows_repair_log.txt) which is located in the following folder:
64-bit systems - C:\Program Files (x86)\Tweaking.com\Windows Repair (All in One)\Logs

Hi Broni, Great work on the Windows Repair (All in One).  This fixed a non-working Windows Firewall (after going into microsoft's goose chases, which didn't do anything).  Bravo "BC Advisor" !

 

I have a new one for you:  Defender is nowhere to be found in the control panel's Action Center.   A Search in the control panel for 'defender' finds the program, and when double clicked, an info window reports "The program is turned off"  When I click on "click here to turn it on", a red-X info window reports "The specified service does not exist as an installed service.  (Error Code:  0x80070424).

 

Microsoft offers more goose chases, none that work.  Any help welcome.

 

Win7-64, HP DV6 laptop.

Not working.  In addition, like @soxxboxx, Windows Defender isn't running either.  Again, I've uninstalled McAfee to see if its the problem and Windows Firewall does not start.  Once McAfee was reinstalled, McAfee Firewall would not turn on.

  • Follow the onscreen instructions inside of the black box.
  • A Notepad document should open automatically called checkup.txt; please post the contents of that document.

NOTE 1. If one of your security applications (e.g., third-party firewall) requests permission to allow DIG.EXE access the Internet, allow it to do so.
NOTE 2 SecurityCheck may produce some false warning(s), so leave the results reading to me.

  • Make sure the following options are checked:
    • Internet Services
    • Windows Firewall
    • System Restore
    • Security Center/Action Center
    • Windows Update

  • It will create a log (FSS.txt) in the same directory the tool is run.

* Double-click mbam-setup.exe and follow the prompts to install the program.

You only need to get one of these to run, not all of them. You may get warnings from your antivirus about this tool, ignore them or shutdown your antivirus.

  • Double-click on the Rkill desktop icon to run the tool.
  • If using Vista or Windows 7 right-click on it and choose Run As Administrator.
  • A black DOS box will briefly flash and then disappear. This is normal and indicates the tool ran successfully.
  • If not, delete the file, then download and use the one provided in Link 2.
  • Do not reboot until instructed.
  • If the tool does not run from any of the links provided, please let me know.


If normal mode still doesn't work, run the tool from safe mode.

When the scan is done Notepad will open with rKill log.
Post it in your next reply.

NOTE. rKill.txt log will also be present on your desktop.

FSS log shows issue with couple of Windows services indeed.

We'll get back to it but couple more scans first...

Double click on TFC.exe to run the program.
Click on Start button to begin cleaning process.
TFC will close all running programs, and it may ask you to restart computer.

  • Close all open programs and internet browsers.
  • Double click on adwcleaner.exe to run the tool.
  • Click on Delete.
  • Confirm each time with Ok.

I don't know what has now happened.  I ran TFC and I can't perform any of your other requests.  I can't download Adw or Junkware.  I get a message that the publisher could not be verified and it only does a partial download.  This is for both.  I have shut off all virus protection software and tried again with the same result.  I then tried running ESET and nothing happens when I click start.  I just get a blank page.

 

I've rebooted and tried all programs again and have the same results.  Not sure what is now going on.

So I downloaded from CNET and finally got AdwCleaner.  Will run it now and see if I can find Junkware Removal Tool also.  I'll let you know the results.

So EST Online Scanner still will not run.  Per the site, I believe its not compatible with Win8.
