Computer won't boot at all

Hello all, my father's computer will no longer boot... even in safe mode. His side of the story of how this occured is; "I installed an adobe update, and installed Norton and ran a scan. Things were running slow and messing up after installing Norton, so I removed it, and it asked to reboot, but it never turned back on." I downloaded avira antivir rescue system onto a CD and used it, it scanned but found nothing to avail. The computer's OS is Windows 7, I'm not sure which exact copy it is, I'd have to wait until he gets home from work to ask. He has tried to buy a recovery disc for his computer, and use it, but apparently he's tried it four times without it working, and I downloaded another copy of Windows 7 for him, and he tried to install it... Although he is kind of computer illiterate, it is possible he's messing up during the installation, and I could make an attempt at it if needed.
