Webpages Flashing when trying to load.

I'm not sure where to post this question so if I'm in the wrong area please direct me as to where to post and please accept my apology.

 

I have an HP Envy dv7 running windows8 with ie10.  I seem to be having an issue with webpages flashing on and off when trying to load.  Mostly seems to be happening to random pages and once in a while pages will not flash but won't load all the way.  IE seems to be doing all kinds of weird things but not all the time.

 

Can someone enlighten me?

IE10 Has compatibility issues with Older versions of Java, and Flash player. Some websites are not compatible with IE10. You can change the Browser mode by pressing F12 to bring up the developer window. At the bottom of the browser change browser mode to IE9. Press F12 again to close the window. You will have to do this for any page that doesn't load correctly.
