Can't access security downloads

When I try to download any program that may help me debug this laptop I get a message "you do not have security clearance to use this program. please speak to your administrator" I have lost control of this D*** computer again. When I tried to open an Adobe program from an email I get a message that the program has not been assigned. I looked on line and found a site that showed me how to assign but there was no Adobe program to assign to it. Silly me thought OH, OK, I'll change .pdf to notebook but of course that didn't work and now I can't change the .pdf back to adobe as there is no sign of it. There is no way to access "System Restore" and there is a security warning that says my system is unprotected and that my Norton 360 is not working. I've been to Norton online and they say their program is working properly but maybe there are updates missing. I've tried using Update but that says everything is up to date. Maybe I should trash the microsoft OS and try another one. I can't afford a new Apple.
