I have a crashed Hard Drive that will not boot because there is a, "Disc Read Error", .

I want a safe boot option and have found an,> rc.iso<  7,536 kb Recovery Console File on a back up disk,

Can I copy this to a CD and boot from it ?

You can certainly burn that ISO to a CD/DVD (assuming you have a working computer on which to do it). You just will need a problem that can burn ISOs to disc. If you don't have one, then you can use ImgBurn (it is free):

http://www.imgburn.com/

Whether or not you can boot from that will entirely depend on what is on that ISO and whether what is on that ISO is bootable.
