Windows XP Home SP3 Outlook 2003 will not open

I have Windows XP Home sp3 and cannot get Outlook to open.  Whenever i open my other Office programs (Excel, Word, etc.) Windows Installer opens up and they eventually open.  However Outlook says "The operation failed due to  an installation problem. Restart Outlook and try again."  i am also not able to install an Office 2003 security update KB2726929.  I have tried to reinstall/repair using my Microsoft Office installation CD but get an error saying Patch Package could not be opened.  I can access my email online but I don't have my email addresses.  Any help would be appreciated!
