Have you tried this:  Download Microsoft .NET Framework Repair Tool from Official Microsoft Download Centre

I tried these options to no avail, the framework repair even tried to repair the the installation of framework 4. Ended up telling me it couldn't help.

I suggest uninstalling the Dot-net framework 4 and re-installing it from scratch. Here is the download link for Dot net 4 :

If you are going to uninstall and then reinstall any version of .NET Framework, you need to use the .NET Framework Cleanup Tool before reinstalling or it won't reinstall properly. Here's the link.
